[Bug Report] Tenpenny Tower Troubles

My game or save seems to be bugged with this quest. I've sided with the Ghouls and helped them get in to the tower but no matter what I do, they will not move in.


Originally I opened the basement door via the computer for Roy and the Ferals to get in, met Roy at the front entrance to get my mask and completed the quest then followed Roy inside.

I looted everything that wasn't nailed down while Roy and his boys kicked some meat bag ass, unfortunately the guards proved too much for Roy and he dies quickly and often. I used the console command Resurrect to get him back in the game as I thought he was needed to get the rest of the Ghouls to move in.

From there we moved to the suites then the penthouse. Once all the humans were dead I assumed that was it but Roy refused to talk to me further and kept saying "C'mon kid. There's killing and maiming going on." so I left and came back 5 hours of gameplay later, maybe a week or three in-game time and still the siege was happening.


At this point I realise it's bugged and I start playing around with the console to try fix it.

I've tried resetquest, setstage, completeallobjectives, killed and resurrected Roy, disabled and enabled him, killall in every level (the Ferals just respawn with this), manually killed all the Ferals (stops them from respawning), every time waiting 3-7 days in-game for any changes. Alas, no luck.


If I do sqv to get the quest variables I see all but two of the stages are 1. One of the early stages are set to 0 and the very last (250) is also set to 0. If I setstage to 250 Roy starts talking to me and says something along the lines of Thanks for the help. Nothing else changes, he stays on the balcony of the penthouse and no one else moves in after 3-7 days.


I'm assuming I myself am the cause of the bug by resurrecting Roy during the initial quest but then why does repeating the quest produce the same results? Was there suppose to be a script event between Roy and one of the Humans to trigger the continuation of the move in? I really don't want to throw away 12+ hours of gameplay to start from scratch for an additional set of merchants but it's also really bugging me.


So many Ferals have spawned now that I've killed them all and hit 1000 karma.


If anyone has some input or tips and tricks to move the Ghouls in, that would be greatly appreciated.


Details:

I used a fresh copy of 3 and NV,

Installed the latest version of TTW,

My load order is correct according to the install guide,

I'm on Win7, using Steam, all DLC, no mods except for perk every level which I installed after the bug occurred.

you have to go around and help the Ghouls kill everyone if you take that path or at least go around and watch the Ghouls do it for you. it is not a bug all the human Tenpenny residents need to be dead for the quest to end. Also after they are all dead you'll still have to leave for three days for the cells to reset to being occupied by the ghouls.

Like I mentioned in my original post I followed Roy around while they killed all the humans then waited 1-3 weeks in game (while I did other quests) and nothing changed.


I didn't kill any myself as I didn't want to lose any karma.

you gain Karma for killing them in the first place and I know this quest is not broken because I recently tested it while working on my Player home theme's mod.


Someone is not dead somewhere which is why the quest doesn't end. They do run and sometimes hide quite well.

It sounds to me that you are correct and resurrection Roy somehow wrecked that quest.


If you want to verify this, start a new game and just run straight to tenpenny and try the quest again.

I have no clue I have tested this any times when I was making Roy give you the home for my mod it never failed to work.
