so everything worked but when i get into NMM Microsoft .NET Framework configure tool wont let me install mods like Project Neveda, cinematech, dynavision, unified hud, the mod configuration menu ect

Did you tried to run NMM as an Administrator?
You can also try a clean install of Net.Framework.
I have a similar bug with NMM. The solution is to install "Unified HUD" first and all of the other after. Just do not forget to reinstall "Unified HUD" once again when it's done.
To me, NMM does not see the original "hud_main_menu.xml" but it's fine with the Unified HUD's one.
