I was having this issue as
I was having this issue as well and I am currently reinstalling everything from scratch. Bummer deal! Anything in the original install log that would cause this problem? I do not like all of those file not founds (again a fresh install of Steam DL Fallout 3 GOTY and FONV with DLCs.)
System Specs:
Win7 Pro SP1, Z68, i7-3770K, 16 GB Memory, SATA HDD, AMD Radeon HD 6800
Fresh installs of both Fallout 3 GOTY and Fallout New Vegas with DLCs.

The file not founds are an installer error and totally normal (my fault). The rest of your log looks fine.

Thank you, I reinstalled
Thank you, I reinstalled everything without any mods using ENB and I can get to Springvale, I am starting to install other mods now. It may have been the 4GB loader I was using, not completely sure though. Now I am just using NVSE and ENB 249.
