I have a quick question, where is this said plugin that fixes it? It's not attached to this post and I cannot find the download anywhere.

Its no longer required with 3.2 at any time, if there is rubble blocking the way then you are using an unconverted mod for Fallout 3 which is going to cause greater problems, or a broken mod.
