That is why in the download page it says this in the requirements:
Legal, English versions of all Fallout 3 patched to 1.7 with all DLC content (or Fallout 3 Game Of The Year Edition) installed on your computer. Pirated games WILL NOT WORK with TTW. Yes, really.

We don't put that there just for show, it really doesn't work on pirate games

Bethesda should send us a thank you card next Christmas because of all the people that used to have pirate versions of the games and bought the steam ones just because of TTW

Hi, for those who have been having the "can't start a new game, yes doesn't work problem" I had the same problem and fixed it as follows:
Remove the TTW content:
FO3 + expansions, esm's/esp's and both bsa's for each.
Copy default .ini file into the location of the existing .ini
(You may want to keep your existing one as a back up before you do this. Also copy your default ini and rename it, do not move and rename it or you won't have a defualt as a back up)
Go into steam and verify the game files. When I did this, I found it added 2 files that were missing.
After doing those 3 steps it all worked for me and I could start new games again, I did have to do the steam game file check before this worked.
