Have you tried revalidating
Have you tried revalidating the game files in STEAM? It may be an .ini file issue.

OK. When you did a clean
OK. When you did a clean install, did you clean out your "My Games" folder? There may be something in there that is messing things up.
Try moving everything out of there, including your old savegames, to another location so that the folder \My Documents\My Games\Fallout New Vegas\ is empty.
Also, can you post which additional TTW .esp files you are using (if any). You only really need the TTW.esm file for things to work - it may be one of the .esp files that is causing the problem.

All I can suggest is double
All I can suggest is double/triple/quadruple checking your load order against the Alpha page. TTW is incredibly picky about load order.

A lot of other people have
A lot of other people have had this problem, according to Google searches anyway. It happens to some people, with a variety of mods. One idea:
No main menu is usually an orphaned record. A record in a plugin whose formid does not exist in its master anymore or has been repurposed and is of a different formtype now. You are probably looking for an outdated compatibility patch.
Dunno if that is true though.
Also, one person said that starting FNV's default graphics config utility, and then setting everything to default, fixed it. Apparently the antialiasing settings on some cards cause the menus to disappear.
Other people have said OWB causes this issue, and moving OWB up higher in the load order will fix it.
And yet other people say it is caused by an improper installation of Darnified UI, so that could be it.
Are you using any of the TTW ESP files? If you are, try disabling them.

dont use darnified,
dont use darnified, antiailiasing is off by default cause i run an enb, i think im going to bite the bullet on this one for now and see if the mod stabilizes in the near future before trying to install it again.

Well, you never responded
Well, you never responded about trying the other fixes I mentioned:
-
disabling TTW .esp files -
changing OWB in the load order -
resetting graphics to default in the config tool
Based on the fact that lots of people have this problem with other mods, and not just TTW, and only two people have had the disappearing menus with TTW despite hundreds of downloads, odds are that it's not caused by TTW. There is some problem with your installation, hardware, settings etc. unfortunately.

Just want to confirm this
Just want to confirm this issue. (And maybe a fix)
Things I have tried:
-Originally assumed that it was because I had cleaned the FO3 DLCs (Restored their backups and reinstalled TTW. No change)
-Reset config using the FONV launcher. No change.
-Reinstalling FO3 and FONV. No change
-After having reinstalled both games and TTW, validated files through steam. No change.
-Moved Old World Blues to just before TTW in the load order AND then moved it to just AFTER FO3.esm AND then to just BEFORE FO3.esm. No Change
-And finally, Old Faithful, System Restart. SUCCESS! I have a menu! Now, to clarify, my current load order

Also, I have started to edit the ini files with fonv configator and so far no problems.
That said, I haven't actually PLAYED yet, so this could all be fart dust in the end.
Also, what is the point of the fallout_default.ini that is spawned by the ttw installer?
