Load order? Can't you see your pipboy after the overseer has given it to you?
Can t get tale of two wastelands to work ?

i started in new vegas and
i started in new vegas and everything is broke now... i made a clean install of new vegas again and now the whole screen is black with just the hud showing and doc mitchell has no dialogue and i have to sit forever. how do i start in vault 101? maybe thatll fix my issue

It seems your load order is totally confused. You should start at your birth in "Vault101". Check your load order it should look like this:
PS: and don't forget to Archive Invalidate after you installed TTW.

That is how TTW.esm expects it to look, if it is not that EXACTLY, it will refuse to load in the geck and can cause problems in game

didnt work. still a blank

I recognized that you posted
I recognized that you posted in another thread that the installer didn't patch fallout3.esm correctly. If this is still the case it doesn't make sense to look for other problems that can be.

so it HAS to be the fallout3
so it HAS to be the fallout3.esm? is there a way to go straight to patching esm files instead of patching the meshes textures misc etc before the esms?

Try to install to a folder on your desktop and, then do a manual install to your FNV data folder. This sometimes fixes the issue.
Please remember this is only an Alpha, there may be issues we haven't worked out yet.

i did a manual install both times that the patcher messed up. ill try and try again. i mean this mod is so friggin worth the headache lol
