where did you extract the TTW
where did you extract the TTW Intaller too? you should extract it to a new folder because there are files and folder (the resources folder) which the installer.exe needs. It sounds like you extracted the installer.rar to your desktop and the .exe can't find the file it needs.

just extract everything in
just extract everything in the installer.rar into a new folder "call it TTW 2.6 folder" or something then run the installer from there.

What we think is that it is a known windows file path bug. Instead of running it from the desktop, run it from a root folder, such as C:\TTW 2.6\ and make sure to install it to a similarly short folder, like C:\TTW Install

Uninstall them again, install
Uninstall them again, install to default location. After installation move them manually to the drive you want them on. Now you'll have to do a little technical stuff, in the original installation location you need to create a symlink junction to the directory you moved them to.
What is a symlink junction? It is a special kind of shortcut that can redirect a path to another path and be transparent to the operating system or any program. They are actually quite easy to create, here's how, and this is an example from my setup. You WILL HAVE TO CHANGE THE PATHS to the ones your system needs.
First, run a cmd window as administrator, running it as administrator is not optional you MUST do so.
Now you can use the mklink tool built into windows to solve your problem.
Example;
mklink /j "C:\Program Files (x86)\Steam\steamapps\common\FalloutNV" "J:\Games\FalloutNV"
That's it, everything should work fine provided you use the correct paths in the command line.

Is your GOTY fully patched (iirc 1.7 is the last patch)?
