Can't get ammo in OA with the terminal

No recipes and ammo dispenser says I'm full, but I'm at 0/0. Anyone knows if I'm doing something wrong?

Update: I seem to be able to buy ammo if I order the weapon first. Is that intentional? Also if I can't find info anywhere: How to earn requisition chits?
