What was the tool/utility that was used to obtain the various sound files from Fallout 3 so they are in Fallout TTW?

A BSA Extractor. You can find several of them out there, along with source code. There's nothing magic about Bethesda archives. I'm a little surprised they bothered with their own format instead of just renaming a ZIP file like ID did. The BSA tools built into FOMM are very handy - I've used them more than once to extract a particular file out of a BSA.
