It doesn't know what to do with TTW or mods for it most of the time. Most of us can't be bothered to post where they should be in load order either, since we already kind of know that and don't use the tools anyways. If you are going to use mods in your game, I believe you should take the incentive to learn how to do at least minimal conflict resolution and this alone will teach you how to order your mods. It's not really the job of someone else to make your game work how it should without bugs or conflicts. Think of compat patches as authors being really nice and doing some of the work for you.
