In a lot of respects it helps "immersion" by being a "Bada$$" hero of the wasteland being able to handle the small fry enemies. Factions that have "Leveled" enemies are already leveled to your level by the time you go to the Mojave so it isn't really a big deal in the grand scheme of things. Save for petty bandit factions like the Powder Gang and Fiends. That being said doesn't matter what weapons you use early game or late game they're easy even at level 1. lol

I suppose there are mods which turn every gecko encounter into an epic battle. Some may find those mods fun, whereas I find them to be mere drudgery, plus I do not want a bunch more plug-ins. With my load-out I find it to be better for me to start in the Mojave and start looking for dear old dad when I am about level 10 or so.
Given that you inevitably end up skipping a lot of low level content no matter which wasteland you start in, i'm thinking it might be a good idea if there was some way to teleport between the two without breaking the scripts...that way you could do, for example, primm and megaton quests at around the same level instead of inevitably skipping one.
Yea, ive played around with health settings. In my experience its not a really good way to make the game "harder" though, because :
-It makes combat much more shorter, since either you or the enemy is going to die in 1 or 2 shots anyway.
-It makes armor less effective, since you are going to die in a few hits anyway. In particular, deathclaws were killing me in 1 hit even with max DT perks and power armor, which made combat very one dimensional. It also makes the DT perks much less effective.
-It makes melee/unarmed much weaker (And not just for you).
-It makes most healing items unnecessary, since your max hp is much lower, you need much fewer items to heal up to full, and there is no reason to make super sitmpacks, etc.
I think low HP makes DT even more important. Without Armor you die after 3-5 shots, but in Power Armor (with low bleed through, you can ignore damage from small weapons. Enemys like deathclaws that ignore DT are much more dangerous than before.
But it is true that the balance is not always perfect. You need less ammo, so you will have more spare ammo available, also enemies without high DT die easy.
But there still enough enemies that can take a lot of damage and they are really scary (Deathclaw, Super Mutants etc.).
I used the Cover Based Stealth mod and have weapon lethality set to 500%. While it makes Deathclaws and Radscorpians a million times less scary, every enemy with a gun is terrifying. Sniper rifles kill you and them in 1 hit, and you can kill or be killed in 1-6 hits depending on your health.
It makes a lot of perks useless, but maintains difficulty. all game.
As a counter strike player, it's perfect for me.
Like this, I doubt New Vegas will be any or much easier.
Deathclaws dont ignore DT though, its just that they do 125 damage which gets multiplied by the power attack bonus.
Deathclaws have anywhere from 100 to 300 base damage and since AI they always critical hit.
No amount of DT can stand against it, that's why they are super scary.
