Ok I think I have discovered
Ok I think I have discovered what the problem was or is. When I installed NVSE I did so using the FOMM package manager. It said that the mod successfully installed. However when I just went looking for the NVSE ini file I discovered that when it installed or at least said it installed it never moved the contents of the data folder from the mod into the games data folder. So in reality it never did install. Looks like it needs to be done manually and not using FOMM even though on the mods webpage it says the following...
Installation:
note 1: with 4.1.31 and later versions it should now support installation with the Nexus Mod Manager, replacing steps 1 through 3 here.
So is there a difference in regards to installing mods as far as using FOMM vs NMM? I know that NMM is not recommended when it comes to TTW. But I guess I'm asking if one does things a bit differently than the other especially with installs like this?
And I'm sorry for all of the questions but this has been a valuable learning experience and I do appreciate all of the help from all of the great people on this site. Especially in not making a person feel dumb..

Ok I remember that now.... I use to use it for FO3 because of issues with exiting the game and getting the error... But since FONV never failed like that for me I forgot about existing that way.
