Thanks for all the feedback. For reference, are you guys using the esp Roy linked above or the Hotfix esp on the Alpha download page? To my knowledge the latter is the newest version.

I was having this problem a few days ago. I disabled all my mods except basic TTW and loaded up my game. It loaded up in just a few moments as it should. I then re-loaded all my mods and they are working great now. The only option I use is the Anchorage one.
UPDATE:
I tried the new Options esp that Roy provided with all the options selected in the Mod Configuration Menu and it works great. My load times are under a minute.

Can you guys disable TTW options, make a clean save, and then try this plugin.

You guys the file on the Alpha download page is 'his file' too, and it's newer and has included fixes to the bobblehead overhaul. You should definitely be using that one. If you scroll up you'll see he removed the plugin above for that reason.

The changes to the
The changes to the bobbleheads are as follows.
-
The Energy Weapons bobblehead now correctly applies -5 DT to the target instead of +5 DT -
The Perception bobblehead now reduces spread by 10% instead of a VATS accuracy bonus -
The Endurance bobblehead DT bonus now shows up correctly when GetAV is used (DarN) -
The Sneak bobblehead critical bonus is now 20% instead of 50% which was seriously OP -
The Guns bobblehead now reduces AP cost for Guns by 10% instead of the spread bonus (now Per)

A bit more info might be helpful, what other mods do you have? How do you know it didn't work? And so on...
You are the first to report it NOT working so we either need to look at the fix more closely or there is something else going on with your system that we need to look into.

Posting here to echo issues
Posting here to echo issues with loading times. I downloaded the hotfix, uninstalled and deleted the old TTWOptions.esp file, installed the hotfix without activating it, started up a new game and from there loaded into the save file that was taking a long time to load so I could 'clean out' the old TTWOptions.esp from my save.
With the TTWOptions.esp not active, loading times are about twenty seconds. However, when I activate the new hotfixed TTWOptions.esp, loading times go back to what they used to be. I have exited out of game to test this multiple times. If I exit without saving after disabling the new TTWOptions.esp, when I try to load back in, the load times are incredibly long. The load times only go back to normal once the file has been saved -without- the TTWOptions.esp active.
Worse, my strength seems to go down to two without TTWOptions.esp active. I did grab the strength bobblehead while the old, unhotfixed TTWOptions.esp was active, if that helps at all.
EDIT: Downloaded updated hotfix from [url=https://taleoftwowastelands.com/content/ttw-optionals-bobblehead-strength-load-time-issues] this thread. [/url] Am testing now to see if this works. Looks like I have to remove and then re-add all my bobblehead perks somehow, though. I'm still sitting at minus 1 strength below where I should be.

A clean save is what you did
A clean save is what you did that made the load times go away. Load your game with the esp inactive, and then SAVE your game. Then you can re-enable the plugin. If you already picked up bobbleheads you'll have to console the perks to yourself.
