When I first looked at the skill point-adding perks in Fallout 3 (and I'm sure some of you did the same), my first thought was "hey, free skill points! now I have to worry less about not having enough skill points for my fav skill!"; but as I was playing, I soon realized that those perks are nothing more than freeloaders trying to steal our jobs- err, perk slots from more useful perks that would do more than just adding a few easily earned skill points. Due to the fact that I just can't stand removing them, I decided that changing their effect and reducing the amount they can be taken by 2 (like the Size Matters perk) would be most suitable.
Here's a proposed list of changes:

Cyborg:

+4 Damage Threshold -
+15% Accuracy with Energy Weapons -
(rad and poison resistances remain the same, for now)
