Although it is kind of an exploit, it is also very real. A lot of books would have been destroyed in the Great War and Great Freeze following the war, and I see them as a rarity, therefore worth something of value.

Very true. Plus, it even makes sense that you find so many more in the Mojave that wasn't hit hard by the nukes and war. Being able to take them across country should give you a lot of money...of course, the trip would in actuality be harder than it is because we "blank out" for the actual voyage, and books are bulky, so with the simple fact that by their weight you could probably carry a lot more of them in the game than you could in reality, that is kind of exploitive unless they "weighed" more, as in encumbrance instead of simple pounds.
Still, I find the idea of a wastelander crossing the country with a pack train of safebots filled with books very...romantic.

Ideally, wouldn't it be easiest and just make more sense to turn most of the NV books into... Y'know, just Books? They have printing presses and movie studios and stuff in the NCR. So it would make sense for them to just have books. Let Pre-War books be something different. Books specifically dating from before the war, with lost knowledge and what not.
But I'm just a talking dog. What do I know.

That would require making an unnecessary change to FNV, which we don't do with TTW.
