I actually like the idea of revisiting the two wastelands in FO4's timeframe better than just a remake, because I would love to see the changes in the past in-game years. :)
I also prefer Beyond Skyrim to Skywind and Skyblivion for the same reasons.

Tech issues are surmountable given time, but the story isn't, NV's "Courier getting shot in the head and left for dead." could be worked into the Fallout 3 "Born in Rivet City and raised in Vault 101 only to leave at 18 to find Dad" intro by virtue of saying the Vault Dweller moved to NV after getting Project Purity up and running. But FO 4s beginning (no spoilers) won't work into that at all. Not unless an NPC approaches the Sole Survivor and we treat 3 / NV as a playable story he or she is telling the SS.
But the tech stuff, what I'm thinking is the Skyblivion and Skywind teams are developing tools and techniques to do just what the TTW team would need to do if they ported, some how, the TTW mod into FO 4. So it's not new ground that's being forged but ground someone else forged. But, let me stress, it will still be a *ton* of work, with some creative licensing to blend the three together some how.
storywise i like the idea of having the lonewanderer and the courier as companions
but like u all said porting the engine to fo4 will be alot of work and would need a way bigger team than u already are

Sadly, yes. FO3 would be an easier starting point. We'd still need to wait on zilav though.

Fo3 would suck with the new power armor mechanics since unless a player rushes to do the Operation Anchorage DLC they will encounter half an army of Enclave wearing several Power Armors while the player can't wear any (when the enclave take over the purifier and we have to save Dr Li). I don't think a player would stand a chance wearing normal armor against Advanced PA, APA Mk II, etc. The way PA works on FO4 is way OP compared to the way it worked in FO3.
And even doing OA would be a pain since the player has to face 4 or 5 Outcasts also in PA at the end of OA DLC as soon as it opens the door to the armory.
So the way I see it, in terms of balance it would be advised to start in FO4 and then move to washington, but then we have all of this find your dad main quest and dad would be dead more than 200 years ago, I guess we could change the main story to be find this scientist and help him out or something, we would also have to remove all of the vault 101 missions or edit them to fit with a strange guy doing it

i dont want to go throught fallout 3 then vegas(ttw) and then start a new game to go through fallout 3 again to move to bosten

how about u start in vault101 play ttw and after the battle of hooverdam u can find love give birth to shawn and u and your new family gets kidnapped and forced to get freeze, but not for 200 years maybe only 5 .
get rid of the whole prewar start of fo4
and the op powerarmor issue would just need balancing or a way to get pa-training early in fo3 for example why not get your first pa already in vault 101 after the goat, which would just need to tell you to become a security guard or mechanic

It's not a matter of needing a bigger team. As I've already said, it is currently impossible to replicate things like card games and slot machines in Fallout 4. This is because all the mechanisms needed to make those things work have never been included in this branch of Bethesda Game Studio's game engine. New Vegas was a separate branch in the engine repository, and none of the work done to the engine to make NV possible ever made it into this branch.
I mean really, this is all just speculation about the state of the engine for different games, though I'd say I'm fairly educated to make such assumptions.
The point is right now, with the tools and resources we have, it is impossible to make New Vegas work in this game engine.
