Nothing would be announced to that effect until there were some significant progress to show for it, and not until the team confers and decides it would be worth doing.
It seems like many people are talking about making whole new quests rather than porting the original games to fallout 4's engine. However, if it is decided that t3w would be fallout 3 and new vegas in their full glory with new assets and polish etc., the age differences and timelines of the player characters actually coincide really well. In fallout 3, you're presumably a 18/19 year old fresh from the vault and spend what would realistically be a year or 2, maybe more in the capital wasteland and surrounding areas, leaving your character in their early 20's. Then taking a hike across the country for an unspecified amount of time adding more to your age, you spend another few years in the mojave, leaving you in your mid to late 20's. You finish the battle of hoover dam and after the cutscene plays, it fades to black and you begin to look in a mirror starting fallout 4's intro. The sole survivor is probably late 20's to early 30's having a kid and all, so the aging of the characters works out. Maybe there could be a modded in quest explaining your memories of pre war society were implanted as an experiment by the institute, I don't know. After playing far harbor I experienced renewed faith in fallout 4 and would love to see the other games on the engine, so hopefully it happens.
I just tried to port Veronica into Fallout 4 using an ESP that contained her perks, race, voice, AI packages and factions. Didn't try her quests or dialog for obvious reasons. This is what we're looking at porting characters directly:
What information is common between games:
- Name
What comes over but is not automatically assigned:
- Class - The form for the class comes over with its name field, but needs filled with Fallout 4 data. I'd imagine some sort of converter can be written to carry over the special data and slap a speed multiplier in there. Fallout 4 handles classes a lot differently - either everyone is a citizen, BoS employee, a Minute Man or has a class that contains no special stats that are then made custom for the character. The last is something that you couldn't do in the last couple of games.
- Factions seem to have not changed at all - the DontTazeMeBro faction even had the description about Freeside gate keepers intact.
- Voice types are still the same file they've been using since at least Oblivion.
- AI packages are openable and have the same name, but are structured differently and need to be redone. I do not know if something can be done to automate this.
- Perk IDs, names and descriptions carry over correctly, though the entry points will need refactored if any of that is reused. Something like Veronica's perk I guess would just bring up the weapon and armor modding interfaces after you select the dialog topic? Also, with the way ingestibles work, recreating things like Whiskey Rose isn't a problem.
My hope is everything in this category could be kept with it's NPC using some sort of conversion.
What does not transfer at all:
- Gender flag if female: I hope this could be handled by a converter.
- Race and skin color - Humans in Fallout 4 are all part of the human race. Good news is, these default to human when you open them in the GECK. Bad news is, it's a default white person. Don't know if this can be done with a converter.
- Their facegen data, as Fallout 4 doesn't use the old face gen system. Don't know if this can be done with a converter. Funny thing - default NPC face data looks like Nate and Nora, so their default looks weren't designed so much as a byproduct of a process.

If you guys are going through with this, a good way to lighten the load, at least as far as items go, would be by teaming up with other mod authors or at least getting permission to use their content. Wasteland Melody uploaded a really nice chinese assault rifle with fallout 4 style modifications and everything. There's an r91 assault rifle uploaded too, and another mod called wasteland imports adds a lot of items from the previous games like skill magazines and foods. Dogtooth an Unoctium made ncr gear and enclave power armor. I'm sure there are others both present and future that would fit in seamlessly. Fallout 4 and Far Harbor have assets similar to Fallout 3 and point lookout, so not everything would have to be remade.
Creating weapon and armor models, including other art is probably the least difficult hurdle to jump over. By the way, DogtoothCG/Nekronom12 creates everything that Unoctium uploads and takes credit for, and the simple truth is that most of the weapon models on the Fallout 4 Nexus don't belong to the authors who upload them. The Chinese AR is already in Fallout 4's archives, for instance.
TTW hasn't been in the position of needing to borrow an incredible amount of other people's work, but whoever has contributed ends up being part of the team, anyway. Being in the position of having to rely on other author's permission, outside of the team is not a good position to be in. It puts restrictions on the freedom with which another project could be distributed or where it could be hosted. Some authors can have very huge egos, which unfortunately makes collaborating with them almost impossible.

Does FO4 allows players to export the facegen data of their PC? If so, may be that's one of the area which EVERY member can contribute. You just need the core game, do your facegen according to a FO3/FNV character you have been assigned for, and export it to the team.
There's a utility that allows you to export face data of the player character to any other character in a chosen plugin. However, given that there are HUNDREDS if not over a thousand NPCs between Fallout 3 and NV, I don't think that's a judicious use of time.
