I thought it was pretty commonly attributed to Marley. I remember playing this tune in guitar class in high school.

I didn't even know Clapton made a cover. He's a good guitar player (when he's not on heroin) but a mediocre song-writer compared to Marley.
If only Marley hadn't been such a zealot and let the doctors amputate his toe, he might still be around today. On the other hand, he might have got assassinated like Peter Tosh. Unlike in Fallout, mutant toes will kill ya.
