Killing people in Megaton has no effect

Sneak attack? Sneak attacks with a silent weapon won't draw attention, and I believe sometimes an un-silenced weapon can do the same.

But as previously mentioned it might be a mod conflict.

I just tried this and after I shot Lucas Simms for the first time with the chinese assault rifle all of Megaton jumped on me .

Well my guess is that it is a mod, or Sandloon is right and it was a sneak attack kill.
