Hellfire can appear on any Tier 4 enclave soldiers, and THEY only appear at levels above 20. And even then its still rare.

Yeah, that's been changed for 2.3, anyone with "Hellfire" in their name carries Hellfire armor. I was just pointing out that it CAN be found in 2.2.
