Megaton is under water

I through my megaton lose all its ground texture, so I extract all bsa from fo3 and put them in fnv, megaton still in water. I made a clean save, megaton still in water. don't know how to solve this

This problem is due to a mod

This problem is due to a mod containing dirty edits to worldspaces (probably a FO3 mod that was converted to TTW).
