I think it should be reminded that "A Tale of Two Wastelands" is NOT "Fallout 3 content over here, and New Vegas content over there." It's to make both games content play under a unified set of rules, with the overall balance direction taken from New Vegas, as it's the New Vegas engine and it's "rules". So things like 9mm handguns being the games starting point, instead of the 10mm which is a much better gun under the NV engine, combat armors have several versions, and a game that has a standard level 50 cap. For every single post I see with the criticizing one aspect of: "this wasn't in fallout 3", I can likely point to 2-3 things that weren't in Fallout 3 either, but make the game BETTER. Which I personally feel is the tradeoff worth making, having a better game rather then separate games.

Indeed, it is a merging of the two games. If you want vanilla FO3, go play FO3 with mods to add the features that were added to New Vegas, they exist.

You don't need to remind anyone of that, and I agree with you that TTW is a far better way to play through the Capital Wasteland than vanilla FO3. 


BUT while different armor variants certainly exist in FNV, I never saw Reinforced Combat Armor appearing on enemies when I was only level 4 - especially not in scripted, unavoidable fights where you can't even run away or hide. The point of this thread is, Talon Company armor lists do not seem to be behaving the way armor lists normally behave in FNV *OR* in FO3. It looks like either a bug or a design flaw, so it's worth bringing it up in a thread in the "feedback" forum.
