Is it possible to merge the dlc packs into a single esm?

Yes it is. Merge the plugins as you would normally in xEdit. You'll also have to extract the .bsa's and repack them into a single .bsa with the same name as the esm, with " - Main" in the filename. I've done this myself, for instance.
Pre Order Packs.esm
Pre Order Packs - Main.bsa
works a charm.

They are crap to sell at the
They are crap to sell at the start of the game for me, except the 10mm and the Nade launcher.

Bytheway can the packs be merged with ttwstashpackdistribution? It would be Awesome if they could.

Alright I have tried to do as
Alright I have tried to do as you have said, but I am not sure what the result I am looking for are.
I merged the four pack into Per Order Pack.esp, I edited the name in the override file to esm then used FOMM to make it an .esm.
I used FOMM again to use BSA Browser to extract the four packs .bsa's into a file and used BSA Creator to create Per Order Packs - Main.bsa
The new bsa file is not showing up in mod organizer. Did my method work or do I needed to redo it another way?
