I did indeed do all that, but....


It turns out that the version of FNVEdit I'm using (3.0.32) doesn't actually "sort masters" correctly when the confirm dialog box pops up and I have to do it twice (bug? ESP anti-corruption safety feature?). I'm not sure if this has to do with UAC or what, but it works now. Sorry for being an asshole about the script not working when there was an unrelated mishap with whatever funky hack setup I have for this thing.
