What it is is there are two different types of chem labs. The static ones that are just decoration, and the usable ones. The mod author replaced all of the static labs with the usable ones, but the author didn't have TTW and so couldn't have replaced the FO3 chem labs.

A tedious process, but you could look up the decorative ones in the CW using FNVEdit and replace them all with the functional ones. There is a similar mod that does this with ovens (adding the campfire script to most of them, and making the rest repairable with flamer fuel, scrap metal, and pilot lights) in FNV.
