My Suggestions would be:


Jericho - Bad Influence, While Jericho is in your party all damage dealt to enemies with positive Karma is boosted.


Clover - Slasher with a Smile, While Clover is in your party you are more likely to score critical hits and less likely to receive them from Male Enemies.


Butch - A Long Way Back, You have a long history with butch and it shows when he's in your party. You get a boost to your AP because you work well together.


Sergeant RL-3 - I agree with Kainschylde. Alternatively: Drafted!, While Sergeant RL-3 is in your party near by Eye Bots will come to your aid if they are not agressive towards you.


Star-Paladin Cross - Someone Who Cares, While Star-Paladin Cross is in your party you get a buff to DR when low on Health and Enemies become more likely to target her.


Fawkes - Contemplative Companion, While Fawkes is in your party you gain a stronger sense of resolve and perspective making you less vulnerable to Addictions


Dogmeat - Fearsome Friend, While Dogmeat is in your party Abominations lose some of their nerve making their attacks do less damage.


Charon - One Like Us, While Charon is in your service Feral Ghouls and Feral Ghoul Roamers will not be hostile.


I didn't really fill in any number details or what not because that's more of a balance issue to be discussed on it's own.

Jericho -  Wolf in Sheep's Clothing: Raider/Fiends perception reduced by -2, as they might initially realise the player is a raider too, until the player introduces their friendly shotgun to their face.


Clover - Extra Choppy: Wielding bladed melee/unarmed weapons (e.g. bladed gauntlet, shishkebab) inflict +10% damage. Get out there and put something to the sword!


Butch - Skitter-bait: Mutated insects are icky and deserved to be squashed! +10% damage against all insects, arachnids, and other diverse insect-like critters. Squash them all!


Sergeant RL-3 - Junk Sale: When robots are killed, they leave behind a lootable object which you can sell to merchants. The deadlier the robot killed, the greater worth in caps is the Fancy Junk (or whatever you want to call it). You can now swim in fancy junk instead of just caps now!


Star-Paladin Cross - Knight in Shining Armour: You look awesome in power armour. Charisma is increased by +2 when in power armour. Possible no -1 agility also negated?


Fawkes​ - Overcompensator: All weapon minimum strength to use properly are reduced by -1, making any cumbersome heavy guns easier to wield.


Dogmeat - Sniff Sniff: find extra food and chems from looted containers. If you find chems or food, you have a 50% chance of finding one more of the same item. Follow your nose!


Charon - True Mercenary: Get paid 25% more than usual in caps for quests completed (or if that is too hard to script, +10 to Barter perhaps or something similar?). You know what it takes to get the job done.

I like the Wolf in Sheep's clothing... kind of like one of the companion perks in Honest Hearts.


That Dogmeat one would require either a lot of levelled list edits, or a NVSE script.

Wolf in Sheep's clothing would be difficult to do. You'd either have to modify all of the raider base forms to have a conditionalized effect to reduce their perception, or use some alternative method (NVSE) to pull it off on the fly in game.


Clover's and Butch's sound good. Sgt. RL-3 is pretty funny, and imo fits in with the somewhat wacky Fallout bit. I would LOVE to swim in Fancy Junk (oh that sounds bad >.> ) Cross' you would probably need a different name, as Dead Money has a perk with a similar name already. I also like the idea of a weapons based perk there, energy of course. Fawkes is good, kind of funny. Maybe T3T can make us a unique perk image of the Vault Boy with an oversized gun.


As pintocat points out, Dogmeat's would by far be the hardest. You would need to edit hundreds of leveled lists, which would be a compatibility nightmare, or use NVSE to do it. Just not really worth it IMO. I think Yuki has the right idea that the find itself should just be his perk, a way better version of Rex's highlight perk.


Charon's would be a crap ton of edits to do, unless you put some very creative scripting into it. I could maybe write something that would do it. Not perfect but wouldn't even require NVSE.

Cross - Fullplate and Packing Steel (Baldurs Gate voice reference from Minsc) or Tin Cannery if use idea above about adding Charisma bonus with Knight in Shining Armour. With this flashy tough stuff on, you look more important and imposing.


You asked for Energy references:


 


Cross - Garbage Burner/Fry Cook: +10% damage with fire-based attacks (Idea from GOAT). Note to self: bring more marshmellows.


Cross - Laundry Canon Operator/Armageddonit: +10% damage with fatman/missile launcher/grenades/grenade rifles (Idea from GOAT). Hmm, I love the smell of napalm in the morning.


Cross - Devastor/Master Blaster/Tesla's Apprentice: +10% damage with energy weapons or a select group such as Laser or Plasma only. With Cross' guidance, zapping enemies and gloating afterwards is a breeze.


Clover - Extra Choppy/Blademaster/Butcher Pete/Thousand Cuts as the ability. Get out there and put something to the sword!


Pound to Mush/Big Boots/Bone Breaker/Meatgrinder/Skullcrusher: Alternatively can do it instead for bludgeoning weapons instead of bladed. Providing it can fit under your boot, you can squash it like the irritating bug it is.


Jack the Ripper/Butcher Pete/Runs with Scissors: Alternatively with powered items instead such as ripper, shishkebab, industrial hand, etc. There is nothing like the sound of powered toys and an unwilling victim.


Jericho/Clover - Bully the Weak/We Got a Bleeder: +10% bonus to damage against certain factions that are seen as weak (for example, ordinary folk). Obviously the bonus would be to non-raider/fiend types, and non-BoS/Enclave/NCR/Outcasts etc. What's that? You're alone and scared? Time to get my beating stick, for its time to do some renovating with your entrails!


Jericho - Total Camper/Death from Afar/Marksman/William Tell/Tactical Support/Natural Born Sniper: +10% damage with hunting rifles and sniper rifles.  Picking off stragglers is a matter of pleasure.


Charon​ - Just a Scratch: Ignore wound crippled penalties, so are no reduction to movement, etc. So you lost a leg? So what! You've got another!


Charon - Tough as Nails/Not a Bleeder/Tough Mother-Fo: The player gains +30 hitpoints. Just having Charon around makes you want to toughen up and curb acting like a princess.


DogmeatFell the Greatest Foe/Soft Tissue Expert: +10% damage to creatures that are larger sized than you (certain size above human ordinary). I don't care if you are twenty stories tall. You are going to be shorter and horizontal REAL soon.


OR write it so it only effects toward elite creatures instead (e.g. Deathclaws, Yao Guai, etc). The former is better as the companion perk would benefit from monster adding mods as it checks by size (but if thats too hard, make it vs certain creature types instead).


Dogmeat - Sniff Sniff/Follow Your Nose: Chems are highlighted for you. With your trusty canine's nose, nothing can hide from your habitual needs.


Fawkes - can rename Overcompensator to be Size of Your Rod, etc, as a pun. I got a big gun! Mwaahhahahahaha! dakkadakkadakdakka! Either a -1 or -2 strength requirement to weapons, or a +10% bonus to damage. I prefer the strength reduction.


Fawkes - Encumbering Shield/Armadillo/Pack Mule: When you are at least 75% of your weight allowance, your loot gets in the way, accidentily providing a boost of +5 to your damage threshold. How dare you try to destroy my Pork n' Beans! 


Butch - Fonzie Effect/Suave/Show Boat/Rock Star/Hairdresser: Bonus to Speech and Barter (combination of +10/+5 or +5/+5 or even a bonus to Charisma of +1 or +2). You look awesome, because you are!


Butch - Insect Repellent/Spray and Wipe: instead of Skitter-Bait as an alternative instead of a Falling Skies reference perhaps. Perhaps a 20% boost. Mutated insects are icky and deserved to be squashed! Squash them all! 


Butch - Meatshield: When standing within (a short range) of a companion, you gain +5 to damage threshold. Not at me! Aaaah... Get them instead!

ED-E definetely needs to become essential even in hardcore mode ;)
I really want ED-E and fawkes combination think about companion perk of ED-E.

Dude, Dogmeat could have a perk called *Howling Wastes* where: As long as you're outdoors, if your health drops below *50%* Dogmeat howls, causing *two* wild dogs to come to your aid.

*---* = subject to change

And for the howling you could use Rex's <aroo> sound.

Always bring a companion or two that is slower than you.
Because you don't need to out run a Deathclaw.
You just need to out run your companions (Just bring a lot of companions in case the Deathclaw is really hungry!).

Giving a 'controls/summons dogs' type perk to Dogmeat does not make much sense.



You rescue her from dogs, after all.



How about...


Pack Animal: Dogmeat knows just how much she needs you is willing to lighten your burden. Carry weight is increased 200 lbs as long as she remain an active companion.



Or something like that.
