With Clover, using any Chem
With Clover, using any Chem doubles its effect. Like taking Jet gives you 60 AP, etc, but lasts for half as less. Seems somewhat fitting. Somewhat.

Maybe Dogmeat could "find"
Maybe Dogmeat could "find" random stuff but limit it to 1 or 2 types (like ammo and food or chems and drinks) from time to time without us telling him to do it (by finding I mean it would just randomly get something in his inventory, not pick something up from the ground).
Or maybe a kind of Animal friend perk like, where dogs (not all animals so as to not conflict much with animal friend perk) wouldn't attack us or even would help us.
Or a way (maybe through dialog) to make Dogmeat "mark the territory" or something so we could fast travel to that spot (only works outdoors obviously) even if there was no map marker there, only one of those could be active at a time and maybe make it disappear after a couple of days passed without visiting the place or something.
I also like Delphi suggestion for Dogmeat perk that as a chance to increase more loot like the perks

That "mark the territory"
That "mark the territory" perk sounds very nice, I hope implementing this is possible. What I like about it is, that it is completely unique perk, which you can´t have otherwise. I´m all for that :)

Star Paladin Cross (Human)(good):
Cyborg Veteran: While Star Paladin Cross accompanies the player his VATS systems are improved by her advanced computer implants. AP spent in VATS are reduced by 5% and the hit chance in increased by 5% (could work like the perks "math wrath" and "camarade-E" #5).
Fawkes (Super Mutant)(good):
Mutant weapon expert: While Fawkes accompanies the player all weapon requirements are lowered by 25 points (for instance a 44. magnum revolver, which requires 50 Guns and 5 Strength would require 25 Guns and 5 Strength with Fawkes. Could work a bit like the "weapon handling" perk.)
Butch DeLoria (Human)(neutral):
Barber-ian: While Butch accompanies the player damage with 1 handed bladed weapons against heads is increased by 10%. Killing an opponent with a 1 handed bladed weapon by beheading restores 10% AP. (could work a bit like the "Grim Reaper´s sprint" perk.)
Clover (Human)(evil):
Blinded by love: The player can talk to clover and can ask her to spend some time with her, which heals the player and gives a well rested bonus once a day. (I hope this isn´t too controversial, but she is a prostitute after all. I guess it should work for male and female players.)
Jericho (Human)(evil):
Insider Knowledge: While Jericho accompanies the player all damage against raiders is increased by 10%. Looting a killed raider has a 10% chance to find extra chems and water/food (could work a bit like the perks "sneering imperialist" and "scrounger".)
Charon (Ghoul)(any):
Contract Bodyguard: The player is protected by Charon which lowers armor degradation by 50% (could work similiar to the "regular maintenance" perk.)
Sergeant RL-3 (Robot)(Neutral):
Balls of Steel: Sergeant RL-3s presence reduces radiation from environmental hazards by 25%. (could work like the "unclean living" perk.)
Dogmeat (Animal)(Any):
Good Nose: While Dogmeat accompanies the player there is a small chance to find more caps and ammunition in containers (10% Chance for double caps or double ammo, could work in a similar way like the perks "fortune finder" and "scrounger")
These are just some new ideas, but to be honest I like Computerrocks idea for Cross and Risewilds idea for Dogmeat a lot more :)

I also like the thought of Risewild's marking your territory perk for Dogmeat.

For Sergeant RL-3, how about
For Sergeant RL-3, how about "Interference"? While RL-3 is in your party, hostile robots either have a hard time targeting you (crit -25%) or don't go hostile at all (Animal Friend level 1, only against robots instead).
