The error message "Your version of TaleOfTwoWastelands - Main.bsa cannot be patched.
TaleOfTwoWastelands - Main.bsa could not be found in F:\Valve\Steam\steamapps\common\Fallout 3 goty\" shows that the installer is looking in your FO3 main directory for his own files. So I assume something is wrong with your settings for a different install directory in the TTW installer.
TTW 2.0 is out!

I can't help here a lot it's a installer thing.
Here is how I did the setup on my PC. The installer is started from C:\ttwinstaller212. I decompressed it there after download (avoided the desktop deliberaty). The install settings where:
Fallout 3 Location:
C:\Program Files (x86)\Bethesda Softworks\Fallout 3\
Fallout NV Location:
c:\steam\steamapps\common\fallout new vegas\
Tale of Two Wastelands Location:
E:\ttw212\
Note: The Fallout 3 Location and Fallout NV Location was found automatically from the installer. Your paths can be differnt (depends what version of FO3 you have and where you installed the games).
I created E:\ttw212\ manually before I started the installer. I use a different drive here to save some time while the installer is copying files. After the installer was done I copied the files from E:\ttw212\ to my c:\steam\steamapps\common\fallout new vegas\ folder. Corrected load order, ....
If all this tips (also the ones mentioned earlier in this thread) don't bring a solution only jax can help any further.

I'm installing it right now
I'm installing it right now and i had to run the installer in a folder that is not on the desktop. If i try to run it from the desktop, it fails to find some ".dll".
Win7- 64bits- Ultimate edition
I will be back to tell you if it's working :)

Just to add to what seson
Just to add to what seson said:
Installed net framework 4.5 and the C++ 2012.
Checked windows update. 4 new updates there, installed them. Restart computer.
Installer: my F3/NV we picked up by default, made a new folder for the TTW files.
So, at this point, it shouldn't be looking in F3 folder for the TTW main bsa.
For those that have it working, where does the installer try and grab the TTW main bsa file from?

I did some FO3 mod
I did some FO3 mod conversions using the new script and it works fine, though the process is a bit persnickety. It was helpful to me to think of it as a two phase process. Phase one is to set up and sort all the masters. Save and exit. Phase two is run the script. Save and exit.
