Well I hope it solved the issue, there was a note in ED-E's scripts about the same behavior and being Frenzied.

For some reason Butch just spawned in the Muddy Rudder Bar although I did not even start the "Trouble at the Homefront" quest. This has never happened before.

The only interactions I had with Butch where when I told him to stop bullying Amata (or the Overseer would have a word with him), and when I told him that I would not help him defending his mother from the rad roaches (maybe this has somehow fired off his "Fired"-package which makes him wait in the Muddy Rudder Bar?).

Or are there any other scripts or quests which activate the spawn in the bar?

Sounds like something later in your load order is altering Butch.

Bashed Patch just changes Butch to a different race, but everything else is the same.

Any idea where I might look at for more clues?

Check for overrides of scripts, packages and dialogues.
